What is the definition of prescription fraud under HSC 11153?

A prescription for a controlled substance shall only be issued for a legitimate medical purpose by an individual practitioner acting in the usual course of his or her professional practice. The responsibility for the proper prescribing and dispensing of controlled substances is upon the prescribing practitioner, but a corresponding responsibility rest with the pharmacist who fills the prescription.

The pharmacist at the location felt that Brandon did not function properly and gave him 100 pills of 800 Mg Codeine for the same price. Brandon is 18 years old, and felt it was time to open his bank account a little more. He sold the 99 pills and made a good profit. Unfortunately, Brandon sold the pills to a child of a police officer who got arrested for a DUI while under the influence of the pills. Brandon was arrested and implicated the pharmacist who was also arrested.
